When a car changes hands officially the new owner is not responsible for previous tax arrears. In fact, the debt is written off by Revenue completely so you don’t need to worry about it. The only thing I would say to you is that the car must be already registered in Mauritius before it can be sold again here to you.

Any advertisement posted for either a new or used car/spare part will remain valid for 28 days from the date of posting and will be removed upon the expiration of the said duration.

It is a one-off fee for posting a single advertisement in the amount of 5 Euros. Upon the expiration of 28 days from the date of posting, your advert will be removed and you will not be charged automatically. However, you can renew your advert by paying the per advert cost again.
